Job Summary
(1) Human Resource Manager
The Human Resource Manager is responsible for planning, developing, and managing all HR functions within the telecommunications organization. This role ensures effective talent acquisition, employee relations, performance management, and compliance with Malaysian labor laws while supporting business growth in a fast-paced, technology-driven environment.
Key Responsibilities
Strategic HR Management
- Develop and implement HR strategies aligned with business objectives and telecom industry demands
- Advise management on workforce planning, organizational design, and talent development
- Support change management initiatives in a rapidly evolving telecom environment
Recruitment & Talent Management
- Manage end-to-end recruitment for technical, operational, and corporate roles (e.g., network engineers, sales, IT, customer service)
- Build employer branding strategies to attract skilled telecom professionals
- Oversee onboarding, probation, and confirmation processes
Employee Relations & Engagement
- Maintain healthy employer-employee relationships and handle grievances, disciplinary actions, and misconduct cases
- Promote employee engagement, retention, and a positive workplace culture
- Liaise with unions or employee representatives where applicable
Performance & Learning Management
- Implement performance management systems and KPIs
- Identify training needs and coordinate learning & development programs
- Support leadership development and succession planning
Compensation & Benefits
- Manage salary structures, incentives, commissions, and benefits aligned with market benchmarks
- Oversee payroll coordination and ensure timely, accurate processing
- Administer employee benefits including EPF, SOCSO, EIS, medical, and insurance
HR Compliance & Policy Management
- Ensure compliance with Malaysian labor laws and regulations, including: Employment Act 1955, Industrial Relations Act 1967, EPF Act, SOCSO Act, EIS Act
- Develop, review, and enforce HR policies and procedures
- Handle audits and statutory reporting
HR Operations & Reporting
- Maintain accurate HR records and HRIS systems
- Prepare HR reports on headcount, turnover, absenteeism, and manpower costs
- Manage HR budgets and vendor relationships
Requirements & Qualifications
- Bachelor’s Degree in Human Resources, Business Administration, or related field
- Minimum 5–8 years of HR experience, preferably in telecommunications, technology, or large organizations
- Strong knowledge of Malaysian employment laws and HR best practices
- Experience managing diverse, multi-functional teams
- Excellent interpersonal, communication, and problem-solving skills
- Ability to work in a fast-paced, results-driven environment
